The final implementation will allow administrators to compose published Plugin Definitions into reusable Pipeline Templates. Users can then select, copy and customize those templates in the Pipeline Builder.

Implementation note

This dummy is isolated in pipelines_page.py, pipelines.html and pipelines.css, so it can be replaced later without changing the Administration landing page.
